Check that whether you can able score at least 65 points to create your EOI profile. If you cannot score at least 65 points, you will not be qualified to apply for the Australia PR visa. Gather your documents
Get skills assessment
Your skills and qualifications need to be assessed by the respected assessment body so you know that you can work in your nominated occupation. The assessment must be undertaken by a relevant assessing authority. You must have the valid results of your skills assessment to submit an EOI.
After arranging all the documents then you need to create your EOIs. EOIs are submitted through the online system only. Note: Make sure you select the Skilled Independent visa (subclass 189). Based on your profile you can expect the Invitation to Apply (ITA).
You could receive an invitation any time within two years of submitting your EOI. If you are invited to apply for the visa, you will receive an email from SkillSelect Authority. Receiving an invitation does not mean you will be granted the visa.
After getting the invitation, you have 60 calendar days to apply for the visa. This time will not be extended so you need to submit the required documents with in this time frame.
After submit the documents (you and your family members have health checks before you apply for the visa) you need to pay the visa fee.

Points Details:
The Australian Skilled Regional (Provisional) visa (subclass 489) is for skilled workers who must be either nominated by an Australian State or Territory government agency or indicate that you will be sponsored by an eligible family member to be invited to apply for this visa. This visa will valid up to 4 years. The visa holder can live and work in same regional Australia. Partner or dependent child can be included in the application and all can expect the same visa.

You can apply for a Subclass 489 visa if you are sponsored by a relative living in a Designated Area.
