What is Ontario Immigrant Nominee Program (OINP)?

The Ontario Immigrant Nominee Program (OINP) is Ontario’s official immigration pathway that allows the province to nominate skilled workers, international graduates, and qualified professionals who can meet Ontario’s labour-market and economic needs.
Through OINP, eligible candidates can apply for Canadian permanent residence via a provincial nomination, which significantly strengthens their PR application and opens opportunities to settle, work, and grow in Ontario – Canada’s largest and most diverse province.

Ontario uses this program to fill essential skill gaps, attract global talent, and support sectors experiencing labor shortages.

Different Immigration Streams under Ontario OINP

Ontario offers multiple immigration streams, each designed for different categories of applicants. Key OINP streams include:

1. Employer Job Offer Streams

These streams require a permanent, full-time job offer from an Ontario employer.

For international graduates from eligible Ontario institutions who have a job offer in a skilled occupation (TEER 0–3).

  • In-Demand Skills Stream

For workers in specific in-demand occupations (mainly TEER 4–5) with at least 9 months of Ontario work experience in the same occupation.

2. Human Capital & Graduate Streams

These streams target high-skilled talent, international graduates and Express Entry candidates. Job offers are not mandatory for these pathways.

For graduates holding a master’s degree from an eligible Ontario university. Requires CLB 7 in English/French and application within 2 years of graduation.

  • PhD Graduate Stream

For individuals who completed at least two years of a PhD program from an eligible Ontario university.

  • French-Speaking Skilled Worker Stream

For bilingual applicants with high proficiency in French and English.
